Add Ribbon

For the cookie cutters, simply run some ribbon through the holes you created and tie a bow at the top.

For the skulls, run the ribbon up through the bottom. Leave enough ribbon on the top for a loop, and a few inches of ribbon sticking out the bottom. Run the ribbon back through the top of the skull and out the bottom (this is a bit tricky. I used the skewer to help me push it through).

Tie a bow with the two ends at the bottom of the skull.
